Description: Mostly API improvements


- FIX: MC_Location's getBlockX/Y/Z coordinate glitch. If you use "/diw getpos" it reports same as client F3.
- MC_Location toString() includes 1 decimal of precision for extra info
- try/catch using 'Throwable' instead of 'Exception' for all plugin calls.
- MC_DimensionType (i.e. instead of "-1" for Nether, use MC_DimensionType.NETHER)
- FIX: onInteracted() sent wrong location for Creative
- MC_ItemStack now has different ways of acquiring the name of an item.
   getFriendlyName      - e.g. "Red Sandstone Slab"
   getCustomizedName   - e.g. "My Anvil Renamed Item"
   getOfficialName      - e.g. "minecraft:stone_slab2"
  Notes:
   - getFriendlyName() now returns the original friendly name even if it is renamed with an anvil.
   - getOfficialName is ambiguous if there are subtypes. "minecraft:planks" is returned for multiple types.
- Added permissions for following vanilla commands
   - /whitelist      rainbow.whitelist
   - /worldborder      rainbow.worldborder
- onContainerClosed() for horse chests now reports type CHEST_HORSE instead of UNSPECIFIED
- Janitor's 30-second warning is more noticeable
- MC_Entity getType() for Mushroom cow's now return MUSHROOM_COW.
- MC_Entity now has getNearbyEntities(float radius).

- And for you network hackers (*cough* Visor, gyurix, ...)
   - MC_Server supports incoming packet interception w/registerServerPacketListener()
   - For packet-related work, MC_Player has getSocketAddress(). MC_Entity has getEntityId()
   - Packet listener MC_EventInfo can be cast to MC_EventInfoPacket and obtain a native packet object reference

Wait a second, I was going to add outgoing packet object to v45, but I think I already did for v44. :)
Try casting the event info parameter to MC_EventInfoPacket.

Yes, yes yes, that's what I want, now I will definitely do something interesting with it :D
Can I also get the packet object for outcoming packets?
